The cleared space
The space had to be cleared first, and clearing a house is not a preliminary. It is the step that decides how the rest of the job can be run.
Once the rooms are empty and the base is exposed, preparation changes the conditions the installation will work in. Everything after that follows conditions that were set here.

Room-by-room work
Room by room is a working method, not a description of the order things happened in.
A house that has to stay usable cannot be opened all at once. So the job is broken into zones, and a zone is closed before the next one opens: cleared, prepared, installed, protected. That keeps the dust and the tools inside a boundary, and it keeps the people who live there with somewhere to be.
Preparation is what the sequence is really protecting. The base is worked while the room is empty, because that is the only moment the whole plane is reachable. Coming back to correct a low spot after the floor is down means lifting the floor.
Installation then moves through the house on the line set in the first room. The corridor carries that line between the rooms, which is why the corridor is checked against the rooms on both sides of it rather than treated as leftover space.
Room preparation
Preparation changed the conditions the rooms were in. The floor area is protected while the work runs, which is what allows one zone to be finished while another is still open.
Room-by-room installation
The installation moved room by room through the house, carrying the line established in the first room across the corridor and into the next.

Flooring details
The details brought it together: the thresholds, the edges and the way each room hands off to the next.
In an occupied house those details also carry the schedule. A threshold that has to be rebuilt is a room reopened, and a room reopened is a family displaced twice. Getting the handoffs right the first time is a scheduling decision as much as a finishing one.
