The order of the trades is the deliverable
On paper these look like four separate services. On site they are one schedule, and the schedule is what decides whether the finish survives.
The floor is almost always late in the sequence, because everything that happens above a finished floor is a risk to it: dust, dropped tools, water from a cut line. Bringing it forward to look productive is how a floor gets damaged before anyone lives on it. Holding it back is a choice, not a delay.
Which one to start from
If the surface is the whole job, start at flooring installation: the record there goes from the exposed base to the finished rooms. If walls are moving, start at remodeling, because a floor plan that changes after the floor is down means lifting the floor. If the space where millwork meets the surface is the hard part, start at kitchens and cabinetry, where a wrong sequence costs twice.
Construction is the case where the floor is one item in a much longer list, and the coordination is the service.
