Removal
The old surface came off first, and from there every angle had to align.
A curved staircase is the least forgiving geometry in a house. On a straight run, one measurement repeats all the way up. On a curve, no two treads present the same face, so every step is its own piece with its own angle, and the work has to be measured against the stair that exists rather than the stair on a drawing.

Upward detail
Stairs are where a flooring job stops being a floor and becomes carpentry.
The first move is removal. What comes off tells you what you are working with: whether the treads are level front to back, whether the nosing is square, and whether the structure underneath has moved over the years. On a curve those answers change from step to step, so removal is also the survey.
After that it is one tread at a time. Each piece is cut to the step it will sit on, not to the step below it, because a curve means the inside edge and the outside edge travel different distances. A tread that is a fraction off will still fit. The problem is that the next one inherits it, and by the fourth or fifth step the drift is wide enough to read from the bottom of the stairs.
That is why alignment gets verified continuously as the work moves upward rather than at the end. There is no correcting a staircase in reverse.

Every angle had to align. On the curve the inside and outside edges of each tread travel different distances, so the piece is cut to that step and checked before the next one goes down.

The detail continues upward, step after step. Working in sequence is what keeps a small deviation from compounding into a visible drift by the top of the run.

The decision that matters is where the work gets verified. Checking each tread as it goes down costs time on every step. Checking at the end costs the staircase. A stair is also the one surface in a house seen from below, from above and from the side, which means its edges answer for themselves from angles a floor never has to.
